In Peru, the R4V initiative has been implemented at the national level to address the limited access to formal employment and income-generating opportunities for refugees and migrants for over 18,000 migrants, refugees and host community members.

The RMRP covers 17 countries of Latin America and the Caribbean with an overview of 12 thematic areas of direct assistance (Education, Food Security, Health, Humanitarian Transportation, Integration, Nutrition, Protection, Child Protection, Gender-Based Violence, Human Trafficking and Smuggling, Shelter and WASH).
This structure, also replicated at a national level, provides an ample scope of response and collaboration between the partners of the platform and the local government, and this is reflected in regional and country response plans.

SkillLabs AI-powered skills passport enhances labor migration by enabling skill-based mobility, bridging gaps between migrant workers and host labor markets. It provides a standardized, digital record of skills, helping migrants showcase competencies regardless of formal qualifications. By aligning skills with job market demands, it accelerates recognition, reduces employment mismatches, and supports upskilling pathways. Governments and organizations can leverage it for efficient skills validation, workforce planning, and targeted integration programs.

Migrasegura :

The MigraSegura digital platform has been set up to provide migrants, particularly Venezuelans, with secure and reliable information on basic services and migration policies in Brazil, Ecuador and Peru.

The Resilient Communities Programme (CoRe) is a four-year initiative gathering civil society organizations (CSOs) from 15 countries across the globe. The main objectives are to promote a just ecological transition, support local projects, and strengthen community resilience. The targeted population includes vulnerable communities affected by socio-environmental crises.

Several countries, such as Argentina and Peru, have eased the process of recognition of skills for foreign health workers to broaden the stock of professionals with the relevant skills and help fight the health crisis induced by the pandemic.

The municipal government of Carmen de la Legua commits to the implementation of a Municipal Plan of Local Action to build a future with Migrants and Refugees 2023-2026, which will allow:

Contribute to the elimination of all forms of discrimination and promote evidence-based public discourse.
Promote the mainstreaming of migration and forced displacement in municipal services, as well as in local, regional, and multilateral partnerships as a mechanism to increase cooperation between cities.

Specifically, this plan prioritizes, among other things:

IOM and UNHCR are coordinating In Peru the ë#TuCausaEsMiCausaí campaign. The campaign spans civil society and the private sector, and is designed to increase the solidarity of the Peruvian society towards Venezuelan immigrants, through social media, community workshops, and street theatre performance.

The PMD programme is financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and supports key actors in making more effective use of regular migration and diaspora engagement to achieve their development goals. Guided by the Global Compact for Migration (GCM), the program is implemented by GIZ in up to 25 partner countries and focuses on the following three components:

Nationals of signatory States may apply for a temporary residence permit of up to two years in another country of the block, and may apply for permanent residence before expiration of the temporary residence permit. These nationals are also provided work permits, the only requirements being that they present a valid passport, birth certificate and police clearance certificate.
